Financial Operations

Charged with performing financial, investment, procurement accounting and treasury functions, the Treasury Management Department’s mission is to develop and implement a comprehensive and systematic approach to financial planning that guides McAllen Public Utility in its efforts to provide the best and most economical water and sewer services to present and future customers.

The Treasury Management Department staff strives to enhance the financial, accounting and reporting functions of McAllen Public Utility by introducing a level of efficiency, transparency and accountability that positively affects the public perception of the financial impact of how the organization operates. It shall be a goal of MPU to have sufficient financial resources and ability to fund continued operation, maintenance, and construction of high quality and essential water and sewer services and facilities in an economical and equitable manner, consistent with all applicable legal requirements, to meet the managed service demands of its customers without compromising the ability of future generations to meet their own needs.

The Treasury Management Department houses McAllen Public Utility’s Director of Finance for Utilities, Assistant Investment Officer, Procurement Accountant and Procurement Clerk. The Director of Finance for Utilities is charged with direct oversight of the Customer Relations, Utility Billing and Meter Reader departments and the financial management of the McAllen Public Utility, as well as for cash management, investments and banking relations and oversight of procurement accounting for the City of McAllen.
